FINMA: prime indicazioni su Libra e sugli stable coin


L’Autorità federale di vigilanza sui mercati finanziari (FINMA) ha pubblicato un documento integrativo alla Guida pratica sulle initial coin offering (ICO) che fornisce varie indicazioni in merito al modo in cui FINMA inquadra, nella sua prassi di vigilanza, i cosiddetti «stable coin» secondo il diritto in materia di vigilanza svizzero. FINMA conferma inoltre di aver ricevuto una richiesta di Libra Association per la valutazione del progetto Libra dal punto di vista del diritto in materia di vigilanza. In relazione ai progetti fondati sulle logiche della tecnologia blochckain, dalla metà del 2018 la FINMA ha constatato un incremento dei progetti di emissione dei cosiddetti «stable coin». I progetti in questo ambito mirano perlopiù a contenere la volatilità dei prezzi dei token di pagamento (p. es. bitcoin), ancorando i token a dei valori patrimoniali (p. es. valute fiat, materie prime, beni immobiliari o valori mobiliari).
